Selphie is his main love interest, he's always fauning over her and trying to make her happy. He's always had a special interest in her over the other girls. He might have gone for Rinoa if there wasn't something between her and Squall, but Selphie's personality (and looks?) are more of Irvine's type.

Quistis and Irvine's relationship doesn't seem to be very successful, as when we first meet irvine, and if you let him choose the parties, he makes Squall and Zell go with Quistis, which leaves him with the two younger girls. He prefers Rinoa and Selphie over Quistis, possibly because Quistis puts off a high intelligence.

Rinoa at first, it seems as if she is his main love interest, but as the game progresses, Irvine realises that Squall is the one that Rinoa really wants, and lets go, quite easily. In fact, he tries to "help" Squall and Rinoa get together.
