Even though the first place we know of Zell living at is at Edea's orphanage, we must remember that Zell and the other orphans don't fully remember their past that links them together (excluding Irvine). Because Zell was adopted, he went to where his mom lives at, and that is Balamb town. He becomes fairly popular and the people of the town know that Zell is powerful. We discover that when Galbadia captures Balamb town. The towns folk as Zell to do something about the Galbadian soldiers. In the future, if Zell continue's to live in Balamb town, we would expect him to be a leader and to take up a position to help the other townsfolk in times of trouble.
